Abstract:	The collection contains legal and research materials relating to the Coalition to Preserve Southwest Baltimore County’s opposition to the development of a research park on the UMBC campus, now known as bwtech@UMBC Research and Technology Park. Includes reference and historical materials, legal filings (public record), press clippings, Baltimore County budget and legislative documents, environmental assessments, documents submitted by UMBC during the hearings, and supplemental complaints, briefs, that were submitted during the legal proceedings. Proprietary legal records were not included in the donation.

Administrative/Biographical Note

Skullney represented a group of individuals that opposed the development of the Research Park at UMBC because of the possible negative environmental effects it may have on the surrounding community. Skullney represented the group at the county and federal level, including the case ‘United States Ex Rel & Berchie Manly, et al versus Roger Hayden, et al.’
