Skullney represented a group of individuals that opposed the development of the Research Park at UMBC because of the possible negative environmental effects it may have on the surrounding community. Skullney represented the group at the county and federal level, including the case 'United States Ex Rel & Berchie Manly, et al versus Roger Hayden, et al.'
